Penelope is in need of an exceptional owner who is willing to give her a second chance. She is fantastically sweet and outgoing, but needs extra attention when it comes to housetraining. Animal Humane Society has information to get you started and can help you through the process. Once she understands this basic rule of being a good dog, there’s no telling how great a best friend she’s going to be.
