Humane investigations

Animal Humane Society’s Humane Investigations team is devoted to seeking justice for animals in Minnesota.

Our staff includes the only two full-time professional humane agents who cover the entire state of Minnesota, responding to complaints about the welfare of animals and assisting law enforcement with the investigation and the enforcement of animal welfare statutes.

Our agents receive thousands of calls for service each year, the majority of which involve lack of food, water and shelter. However, larger, more complex cases are conducted resulting in on-site investigations, animal seizure and prosecuting offenders.

Issues our humane agents investigate include:

  • Domestic animals and livestock lacking necessary food, water and/or shelter as dictated by law
  • Animal fighting and hoarding
  • Physical abuse and/or chronic neglect of animals
  • Confinement within a vehicle causing potential harm
  • Denial of necessary medical attention to animals who are sick or injured
  • Illegal shooting, trapping, abandonment, poisoning, and/or torture of any domestic animal
  • Potential injury of companion animals from tangled leashes, ropes or chains
  • Pet stores, boarding kennels, breeder kennels, stables, etc., that have failed to provide proper facilities for its animals

In addition to investigations, our agents often conduct training presentations and workshops for the humane enforcement industry, academic institutions, and community associations across the state of Minnesota.

Contact your local animal control or law enforcement agency for the following issues, which are not handled by our investigations team:

  • Barking dogs and nuisance
  • Animals off leash or running at-large
  • Animals digging in the trash
  • Dog bites and potentially dangerous dog declarations
  • Sanitation issues (neighbor complaint of feces in yard, etc.)
  • Municipal animal control ordinance enforcement
  • Indigenous wildlife animal complaints
  • Animals caught in trees or other places
  • Animal theft or conflicts involving animal posession
  • Dogs riding in the back of trucks (currently not illegal in the state of Minnesota)
